Atmospheric pressure will support a column of water approximately 32 feet high - no matter if the tube is 3mm or 300mm diameter.
Weight has nothing to do with it, it's all surface area and pressure....

I had one sieze on a Trike once.

It locked up the backend absolutely solid at 30mph and that was with a pair of 8 inch wide tyres!

I hadn't had the Trike long and found the gearbox was bone...

She later complained to my brother that we hadn't gone very far or fast enough!

Must run in the family :D
